Orchestras that engage foreign guest artists should be aware of two changes in tax withholding policy. Effective October 1, 2012, all requests for Central Withholding Agreements (CWAs) must be sent to a new address at the IRS. Also, as of January 1, 2013, CWA requests must be received at least 45 days prior to the first event to be covered by the agreement.
